The Snelling Center for Government is a non-partisan, non-profit (501(c)3) corporation.  Established in 1992 in memory of Governor Richard Snelling, the Snelling Center is committed to his vision of government that works for the people of Vermont.  In keeping with this vision, the mission of the Snelling Center is to foster responsible and ethical civic leadership, encourage public service by private citizens, and promote informed citizen participation in shaping public policy in Vermont. 

We work to fulfill our mission by:
  • offering the premier leadership development programs in Vermont;
  • engaging the public in issues facing Vermont; and
  • consulting on projects to make government and government programs more effective.

Charlie is the president of the Snelling Center for Government. Charlie was appointed by Governor James H. Douglas in January 2003 as Secretary to the Agency of Human Services where he led the agency reorganization project. He was then appointed Secretary of Administration by Governor James H. Douglas, and assumed the post on February 2005. He was the District President and Senior Commercial lender from 1997-2002 for Key Bank, National Association in Burlington, and served as Vice President of the same organization and its predecessors from 1988-1996. From 1984-1987 he was Vice President of Sales and Marketing for Transphase Systems, Inc. in California; 1981-1983, he was Staff Director and Administrative Assistant for Congressman James Jeffords; 1980, Assistant to the Chairman of the Vermont Public Service Board; and 1975-1978, served on the Vermont House of Representatives representing the City of Burlington and served on the House Commerce and Judiciary Committees. He graduated from Harvard College 1978; attended the University of Melbourne, Melbourne Australia on a one year Rotary Foundation Scholarship. Charlie lives in Burlington with his wife, Amy Mellencamp and his children, Emily and Chas.
 
 
 
 
Heidi Klein is the Director of Public Policy at the Snelling Center for Government. Prior to joining the staff, Heidi consulted with governmental agencies and non-profit organizations, including the Snelling Center, on various public policy and public engagement projects. Among the Snelling Center projects have been Health Care Reform, the Green Economy, the Commission on the Future of Economic Development and the Burlington Livable City Project.
 
The primary focus of her work has been to design and support projects and processes that engage policy makers, community leaders and citizens in linking science and values to improve public policy and public health.   She has provided a wide range of services including: strategic planning; training and facilitation; qualitative and focus group research; project planning and evaluation; educational program development; and collaborative project design and implementation. 
 
 
Heidi previously served as Director of Field Operations for the Vermont Department of Health, Program Manager at the Green Mountain Institute for Environmental Democracy, and Associate Director of the National Association of City and County Health Officials. Heidi earned her Master of Science in Public Health (MSPH) at the University of Massachusetts, School of Public Health and a Bachelors of Arts (BA)in Cultural Anthropology from the University of Michigan. She joyfully lives in Jericho, VT with her husband and 10 year old twin sons.
